Gene Sharp wrote a booklet in 1991 for the Burmese resistance to military rule entitled From Dictatorship to Democracy. It explained the way that dictators maintain power through civilian consent and how removal of that consent can lead to the downfall of a dictator and provide the the opportunity for democratic rule. It was not a detailed plan that was tailored to the Burmese context, but threatened the regime to the point that ownership of the text was outlawed.
